This policy refers to the school year 2010-2011
PART ONE For children who will reach their fifth birthday between
By law, all children must start school by the term following their fifth birthday. However, the Governors will admit to
i. the parents’ wish for them to attend before statutory age
ii. the Headteacher’s professional judgement of a child’s readiness for school
Please refer to the section headed ‘When your child will start school’. Parents who wish to defer entry of a summer born child to the term after (in this case, the beginning of the Autumn term 2011) should be aware that this will count as an application for a Year One place.
As a parent, you have the right to state a preference about your child’s school. You will need to complete two forms. The first is the Local Authority’s Common Application Form and the second is a form which you invited to give to your priest or religious leader. This is known as the ‘Priests Information Form’. This second form gives Governors information about your attendance at your church or faith centre. Parents will also be asked to give sight of baptism certificates or the equivalent and birth certificates. The Headteacher and other staff will give you help and advice on these forms and the admission process in general, if you wish. Common Application Forms must be completed and returned to the school or the Local Authority (LA) by the deadline date (see below in the section headed ‘The Admissions Timetable’). Priests Forms should be returned directly to school by the same deadline date. PLEASE NOTE that it is now possible to apply online and that this is the preferred option of our LA.
The Admission Number for our Reception Year is sixty (60). Should there be more applications than places, applications for places in the Reception Classes of Corpus Christi Catholic Primary School up to the Admission Number will be considered by the Admissions Committee of the Governors in the following category order: Note: if there are fewer applications than the Admission Number, all children are admitted.
Category ONE
Catholic Looked After Children. At all parts of this policy, Catholic is defined as a baptised member of a church in communion with the See of Rome. We also take ‘Catholic’ to include Catechumens. This is defined as someone who is undergoing preparation for baptism into the Catholic Church. The definition of Looked After Children is any child who is being looked after by the Local Authority, who are for various reasons assuming parental responsibility
Category TWO
Children who are Catholic and are resident within the area served by the school, i.e. the parishes of:
Our Lady Queen of Peace, Southbourne
St Thomas More, Iford
The Sacred Heart,
However, if this category is oversubscribed the following order of priority will apply. Governors will use as evidence for categories b) to d) the Priests Information Form mentioned above.
(a) those with a sibling in attendance at the school at the time the applicant would start at the school. A sibling is defined as a brother or sister, half brother or sister, adopted brother or sister, step brother or sister, or the child of the parent/carer’s partner where the child for whom the school place is sought is living in the same family unit at the same address as that sibling.
(b) those who are weekly church attendees.
(c) those who attend their church once a month.
(d) those who attend their church less than once a month.
(e) those without a form from their priest
Category THREE
Children who are Catholic and are resident outside the area served by the school. Over-subscription arrangements are as described in Category Two above.
Category FOUR
Non Catholic Looked after Children
Category FIVE
Children who are not Catholic, but who have at least one parent who is a practising member of a recognised Christian Church and who is seeking a Christian education for the child. Governors define a recognised Christian Church as one recognised by “Churches Together in
Category SIX
Children who are not members of a Christian Church but belong to other faith or religious groups and whose parents are seeking a Christian education for their child. Over-subscription arrangements are as described in Category Two above but information will be requested from an appropriate faith leader rather than a parish priest.
Category SEVEN
All other applicants.
If, on enacting any classification, there are more applicants than places, and where all other qualifications are equal, the deciding factor between applicants shall be in favour of the applicant who lives closest to the school, the distance being measured by a straight line from the main door of the school main building to the child’s front door. Please note that in the case of children living in flats, this measurement will be to the front door of the flat and not of the building. In the case of a child who lives at two addresses (e.g. a split family), Governors will take this measurement from school as defined above to the front door of the dwelling where the parent is in receipt of Child Benefit. Our Local Authority will provide Governors with this measurement using their GIS system. This is in line with LA policy,
In the case of twins, triplets or other multiple births, Governors are not prepared to split siblings even if this would mean exceeding the Admission Number. In such cases, Governors will apply to the LA for permission to temporarily exceed the Admission Number.
Evidence Required in Support of Applications
For all categories – the Common Application Form, preferably sent online direct to the Local Authority but which can also be handed in to the LA or to school.
For categories one, two and three – a baptism certificate, birth certificate and a completed Priests Information Form
For categories five and six – a baptism certificate or the equivalent, a birth certificate and a completed Priests Form from an appropriate faith leader
Children with Special Needs
If our school is named in a child’s Statement of Special Educational Needs, then the Governors must offer him or her a place.
Unless your child has a Statement of Special Educational Needs, his or her application will be considered alongside all others received and will be given equal treatment with them in deciding on lists of those children to be offered places.
Appeals:
Under the 1998 Education Act, parents have the right to appeal in the event of their application for admission of a child being refused by the Governors. A form for this purpose is obtainable from the school. When completed the form should be sent to The Clerk to the Governors,
The Admissions Timetable:
Since September 2006, the Local Authority (LA) has operated a timetabled coordinated admissions procedure for all Bournemouth Primary Schools in line with Government legislation. The LA will manage the process on behalf of the school according to the scheme which they will publish in their booklet “Starting Primary School 2010-2011’ but it is the Governing Body, as the Admission Authority for this school who will allocate the available places in line with this policy.
The closing date for admission application forms to be received by the LA will be as published in the booklet ‘Starting Primary School 2010-2011’. Also contained in that booklet will be dates for notification to parents of admissions decisions and the closing dates for accepting places or lodging appeals. In case of any doubt on these dates, please contact the LA or the school.
Waiting Lists
Once the sixty available places have been filled, Governors will place all other applications in rank order according to the category order given above. This is our waiting list. Should a place become available because, for example, a parent is offered a place but declines it, then that place will be offered to the first child on the waiting list. Information for unsuccessful applicants about a child’s place on the waiting list will be available from the school. As soon as a vacancy arises, Governors will meet to fill the space and parents will be informed within ten working days of the vacancy arising. Our Waiting List expires at the end of each school year and parents will need to reapply if they wish their child’s name to remain on the list.
Late Applications
If an application is received after the published deadline then it will not be considered until after the initial offer of places. However, once all sixty places have been offered, late applicants will be placed on the waiting list according to the priority order given above.
The process of offering places at any school is a complex and difficult one. We do make every effort to deal with all applications in a fair and sensitive manner. If you have any questions or concerns about any aspect of this policy or process, please contact the Headteacher, who will be happy to help you.
When your child will start school
It is anticipated that children who will be five years old between
Children may move to a full time placement prior to half term. In making decisions on full time placement, the Headteacher will consult parents, other concerned agencies such as early years settings and our own staff. The final decision will be the Headteacher’s. Criteria that will be used include the following:
· Readiness for a long day
· Physical development
· Health issues
· Social/emotional development
· Learning issues (not including special needs issues)
Parents who wish for any reason to defer their child’s entry into the reception class should contact the Headteacher who will be happy to negotiate entry points.
PART TWO – All other applications apart from YR (Reception) children
Governors are happy to receive applications for places at our school at any time. Application forms are available from the school office. Once an application is received, it will be put to the Governors’ Admissions Committee. Your application will be considered and a response given as soon as possible and within a maximum of four weeks.
When considering an application, Governors will first review the number of children in any class to decide whether a place is available. The Admission Number (the maximum number of children in a Year Group) is as follows.
- Year One 60
- Year Two 60
- Year Three 64
- Year Four 64
- Year Five 64
- Year Six 60
If a place is not available, applicants will be invited to join our waiting list. Please refer to the section headed ‘Waiting Lists’ on the previous page. Again, the Headteacher will be happy to give you any guidance you may require.
If you are refused a place and you wish to appeal, please see above.
